Not a large number of NON VIP MEMBERS get this popup. I was lucky one. Survey is about VIP Membership and I think that it would be in Zynga's interest to offer that survey to larger number of players. So, for now can be that VIP players get this Turtle as a reward for being VIP players, but it is also reward for those who got that survey. Not just that, but players who got this popup, when they fill survey, in a week will be rewarded with Jurist 281/215. That we will see.
